Gujarat high court issues notice to gift city over pil alleging irregularities.

The Gujarat High Court today issued a notice to GIFT City on a PIL which alleged financial irregularities and non- compliance of audit norms and RTI Act.

The HC bench comprising of Chief Justice R Subhash Reddy & Justice Anant Dave has posted the matter on March 15, 2016 for further hearing.

PIL petitioner D C Anjaria, who is also the former Independent Director as also Audit committee chairman of GIFT City, stated that the PIL isn't against the Government. He claimed that the PIL filed by him is for the benefit of the Government as the Government is being duped by the company. Mr. Anjaria has asked for a special investigation team which will probe the alleged irregularities in awarding of the contracts by the company (GIFTCL) responsible for development of GIFT City.

GIFT City is a Joint Venture between Gujarat state-owned Gujarat Urban Development Company Ltd and Infrastructure Leasing & Financial Services. Both the parties have an equal stake in the JV.

Mr. Anjaria, who left GIFT City in the year 2012, stated that he was one of the key persons who helped in preparation of the GIFT City project plan 9 years ago.

The PIL by Anjariacontends that GIFT Co. Ltd. comes under the purview of Right to Information Act, but the Company hasn't appointed a Public Information Officer as per the TRI Act in the last 9 years.

Further, it is contended that the Company also comes under the purview of CAG Act but it has never offered itself for an independent CAG audit till date. The PIL further alleges that contracts were given to some select favored companies without following proper procedures or inviting bids.
